Several countries receive trade benefits from USA under the Generalized System of Preferences established by the Trade Act of 1974.
Ironically, some of the very same countries, including Brazil and India, have shown a pattern of non-cooperation towards USA when it comes to return of abducted American kids to USA. The ICAPRA 2017 report from the State Department has cited several of them as demonstrating a pattern of non-compliance for several years in a row, impacting thousands of children alienated from their parents in the USA.
Recognizing this failure, Hon’ble Congressman Chris Smith recently introduced a bill called “Bindu Philips and Devon Davenport International Child Abduction Return Act of 2017”, to stop rewarding these countries while they continue to remain unsupportive of efforts by USA to reconcile the abducted American kids with their parents in the USA.
